Victoria Williams did, in fact, perform this song, and even recorded a music video for it (you can find it at YouTube). Pearl Jam covered this song originally in a tribute album to Victoria Williams after it was discovered that she had MS, being one of many high profile acts to cover her songs for the album. I kind of miss the days of meaningful compilation albums that could expose you to something you didn't already know about.

Victoria Williams' moment in the spotlight came, ironically enough, when she was nowhere near it. The Louisiana singer/songwriter made her biggest splash when a tribute album - featuring, among others, Pearl Jam and Lou Reed - was released to pay for her medical bills after a 1992 diagnosis for multiple sclerosis. Williams hasn't released an album since 2002 and has since slipped into relative obscurity.
