Rain Parade was at the center of the Paisley Underground, a loosely affiliated group of like-minded Los Angeles-area musicians with a common appreciation for 60s garage rock, bubblegum pop, and psychedelia, but with a broad variety of interpretations in terms of modernizing those sounds . For me, it’s a perfect album, as is its immediate follow-up, included here, the Explosions in the Glass Palace EP. The only hiccup on the disc, really, is the bonus cut that serves as the bridge between the two records, Look Both Ways.

The album passed without much concern after its release in the first week of the 1970s, but the decades since have seen trends catch up to it. Through 2018 ears, the broken, vulnerable character and under-polished instrumentation of tracks like No Good Trying and Octopus seems shockingly contemporary, as if a manual for R. Stevie Moore or Ariel Pink. The Rain Parade were a band prominent in LA’s Paisley Underground scene in the early 80s. It featured both of the Roebuck brothers, David and Steve, as well as Matt Piucci, Will Glenn, and Eddie Kalwa. Rain Parade was founded in 1981 by college roommates Matt Piucci and David Roback. Roback’s brother Steven would soon join and eventually so would Will Glenn and Eddie Kalwa. They would release one single on the Llama in 1982 before having their album debut in 1983 on the Enigma/Zippo label: Emergency Third Rail Power Trip. The ethereal but downbeat LP didn’t dent mainstream charts that much (although it would hit No. 5 on the . Indie survey) and Dave Roback would depart the group (eventually forming the group Mazzy Star).
