Always Was, Is and Always Shall Be is the debut studio album by American punk rock musician GG Allin, recorded and released in 1980 on Orange Records. The first three songs on the album which were recorded in 1978 and released as a single in 1979. The songs "Cheri Love Affair" and "1980's Rock 'N Roll" were first recorded and released as a single in 1979, but were re-recorded for this album.

GG Allin was a post-Iggy Pop/Stiv Bators frontman of a power-pop band called the Jabbers. And he sang catchy tounge-in-cheek angst anthems with the voice of a tomboyish teenage girl. Considering the transgressive, delusional sociopathic pervert that he was later known to be, this younger version of the rock'n'roll terrorist may come off as a laughable shock to some. All in all this is a solid album, certainly a highlight of Allin's discography. I DO understand and appreciate his uncomprimising personality and shamelessness. I DO realize how his personal sacrifice of his well bieng for the sake of his freedom and deconstructing the strict code of morality.

Allin's 1980 debut album was Always Was, Is and Always Shall Be for Orange Records. It would be reissued for the first time on CD in 1995 by the Halycon imprint. At one point, industry veteran and the Dead Boys producer Genya Ravan served as his manager. Tension within the Jabbers mounted as Allin grew uncontrollable, uncompromising and vicious. The Jabbers disbanded. Allin fronted many acts during the early to mid-1980s. This includes albums from the Cedar Street Sluts, the Scumfucs in 1982 and the Texas Nazis in 1985.
