Answer: The phrase king of kings is used in Scripture six times. Once, the title is applied to God the Father (1 Timothy 6:15), and twice to the Lord Jesus (Revelation 17:14; 19:16). The other three (Ezra 7:12; Ezekiel 26:7; Daniel 2:37) refer to either Artaxerxes or Nebuchadnezzar, kings who used the phrase to express their absolute sovereignty over their respective realms (Persia and Babylon). The phrase lord of lords is used by itself in Scripture twice and refers to God the Father (Deuteronomy 10:17; Psalm 136:3). In the case of the Lord Jesus, the realm is all of creation. In John’s vision, Jesus is returning to judge the world and establish His earthly kingdom, as He predicted in Mark 13:26. When Jesus is called King of kings and Lord of lords, it means that, in the end, all other rulers will be conquered or abolished, and He alone will reign supreme as King and Lord of all the earth.
The phrase "King of kings" is used six times, including three times in relation to Jesus. In 1 Timothy 6:15-16, we read, "he who is the blessed and only Sovereign, the King of kings and Lord of lords, who alone has immortality, who dwells in unapproachable light, whom no one has ever seen or can se. Here Jesus is called King of kings along with other titles to show His unique and perfect role as God. He is noted clearly as divine and of greater power than any other ruler. The same emphasis is seen in the other usage in Revelation 19:16. What about the phrase "Lord of lords"? In the Old Testament, this phrase was twice used to refer to God. In Deuteronomy 10:17 we read, "For the LORD your God is God of gods and Lord of lords, the great, the mighty, and the awesome Go.

House Blackwood of Raventree Hall is an old house from Raventree Hall in the riverlands, one of the main families sworn to House Tully of Riverrun. They once ruled the riverlands as kings during the Age of Heroes. They blazon their arms with a flock of ravens on scarlet surrounding a dead weirwood upon a black escutcheon. Their words have not yet been revealed by George R. R. Martin. House Blackwood rules over wider domains and can field a much larger army than their overlord of House Tully.
