Just war theory (Latin: jus bellum justum) is a doctrine, also referred to as a tradition, of military ethics studied by military leaders, theologians, ethicists and policy makers. By contrast, the notion of bellum justum, we argue, is uniquely suitable for majoritarian states. These rules, which we term bellum optimum, are welfare-maximizing and distinct from the ostensibly dominant status quo policy for the use of force based loosely on the historical notion of bellum justum.
