True Democracy is a roots reggae album released by Steel Pulse in May 1982. The album was recorded over 25 days in Denmark, with legendary reggae producer Karl Pitterson. While True Democracy does see Steel Pulse return somewhat to their political roots of Handsworth Revolution and Tribute to the Martyrs, it is also more light-hearted in the vein of Caught You. True Democracy peaked at on Billboard 's Top Pop Albums Chart in 1982. All tracks written by David Hinds, except where noted.

The album sessions culminated in a full moon drumming fire ceremony on a small island on the river Thames at Henley, with Youth reportedly braving the murky waters for a naked swim. Democracy was mixed in Sarm West in London's Portobello Road towards the end of 1995, with the exception of the track "Savage Freedom" which was mixed at Butterfly
